Sprawa awarii linii PKM w prokuraturze

Do gdańskiej prokuratury trafiło zawiadomienie o możliwości popełnienia przestępstwa przy projektowaniu, budowie i eksploatacji linii PKM. Wnioskodawcy nie stawiają jednak konkretnych zarzutów. Można więc powiedzieć, że jest podwójnie zabezpieczona, a rola spółki PKM ogranicza się do koordynowania przepływu informacji między ubezpieczycielem a wykonawcą.

Nadmieńmy, że roczna składka za ubezpieczenie majątkowe linii kolejowej wynosi ok. 160 tys. zł. Jeśli okaże się, że przyczyną awarii były intensywne opady deszczu, to koszty naprawy pokryje firma Skarbu Państwa - spółka PZU.



Wyłączony z ruchu odcinek od lotniska do Wrzeszcza

Przypomnijmy, że w nocy 14 lipca w Trójmieście wystąpiły ulewne deszcze. Miejscami spadło nawet 160 litrów wody na metr kwadratowy. Na całej długości linii PKM zaobserwować można obsunięcia nasypów kolejowych, przy czym na odcinku od łączenia linii 248 z linią 201, relacji Gdynia - Kościerzyna do przystanku Gdańsk Port Lotniczy zostały już przeprowadzone prace naprawcze oraz testy linii i próbne przejazdy, co pozwoliło udostępnić ten odcinek przewoźnikowi - spółce PKP SKM w Trójmieście.

    Bo innego powodu nie widzę. Prace zostały na pewno źle wykonane. Widać to chociażby w Gdyni w Wielkim Kacku. Tam jest stary nasyp kolejowy. Podczas wymiany torów, z jednej strony został on poszerzony. Po ulewie stara część nasypu (od strony lasu) jest nienaruszona w najmniejszym stopniu, a nowa po części spłynęła. Osunęła się również kostka brukowa przy wiadukcie i do dzisiaj sobie leży, "działania naprawcze" ograniczyły się do rozciągnięcia czarno-żółtej wstążki.

Jeśli wykonawca zawalił - on naprawia i płaci, jeśli on jest ok a to wina pogody, to płaci PZU. Jak już ustalą gdzie błąd PKM wystąpi albo tu albo tu...

        W raporcie to jest tak mniej więcej opisane.

        Zastanawia mnie tylko jeszcze jedno.

        Możliwe, że roboty były wykonane zgodnie z projektem, czyli wykonawca jest czysty. Ubezpieczyciel zapłaci i załóżmy, że kwota starczy na remont.

        Czy jednak problem nie leży u źródła, tj. w projekcie, który nie uwzględniał możliwości wystąpienia takich opadów. Zresztą o tym w raporcie też jest napisane. Mowa tam o pokrywie, która się nie zdążyła "przyjąć", ale gdyby dano jej jeszcze 2 lata to by nie spłynęła. Czy powinno się zakładać, że mamy te kilka lat na przyjęcie się pokrywy? Przy dość chwiejnym klimacie. Bo może skończyć się tak, że położymy nową pokrywę, ona też będzie musiała się przyjąć a za rok znowu poleje...
